Cities offer a multitude of these groups and they are more common in cities than rural: established by middle and upper class, to assist immigrants to the city (from rural or other countries) they didn"t know where to live, how to find a job, what the language was the services were free or cheap, staffed by volunteers almost all the staff and founders were female, they played a caring maternal role for people who didn"t have family support. A famous group coming into effect in recent years are: settlement houses consultation: ask people some questions, and people feel like they are part of the process placation: give the people something a token of their participation (letting them request one thing) partnership: equal partners (you have a role, i have a role) delegated power: citizen control: give power to the committee who want to expand stuff and the people in the community.
