Royal prerogative of mercy: was granted by a king or queen a monarch grant a pardon for humanitarian reasons. 1890s mark system ten marks, would shorten ones sentence by one day. Historically prisoners had to pay for supplies, and food. They would earn 1 day for early release every two days worked (the rest would go towards buying toiletries or food) so the mark system just allowed someone to be released conditionally earlier than their original sentence. The ticket of leave act (1899) essentially a piece of legislation that allowed federal convicts to be released from prison under specified conditions (today we call this parole) the salvation. Parole act (1959) the parole board of canada (pbc) came into being. The commission stated that we should have an independent body that was not affiliated with our penal system or our government to make release decisions. This is still true today, the parole board of canada is an independent body.
