Governments given clear roles of policies that needed to be put in place: recognized limits to growth. Have to be limits to economic growth, if we continue developing economies based on fossil fuels it is not sustainable. 2012: between 1992 and 2012 a lot has changed in the world, one of the biggest changes was the end of the cold war, collapse of the soviet union into sovereign states.
