Previous to 1800s policing was not something we had, no form of police. Kings law; laws of the land, enforced by the army. Locally there were no sheriffs, in english history, sheriff paid to be sheriff by paying a fee per year to the king to be the sheriff; fee paid to him for each person he jailed. Kings law eventually changed due to the development of common law; the law of the common person; documents such as the magna carta which laid out the common law.
