The sheer number of people online provides an unprecedented pool of potential offenders and victims. The ability to automate, for example the use of botnets" to generate spam" emails, further magnifies the potential impact of offending. The uptake of technology continues to increase in most countries. With economics of scale, technology becomes increasingly inexpensive and easy to use, ensuring its availability to both offenders and victims. Offenders who might otherwise be isolated in their offending, can now find like-minds and form virtual communities to further their offending. Simply opening an email account which does not require identity verification provides a basic false identity. More sophisticated means include the use of proxy servers, false or spoofed" ip addresses and anonymous remailers.
