Electron locaion is expressed in terms of probabiliies only. For non-polar molecules it is most probable that the electrons will be evenly distributed in the atomic or molecular orbitals. It is possible for the electrons in one molecule to licker into an arrangement that results in parial posiive and parial negaive charges. When this occurs the molecules acquire an instantaneous (it lasts less than 10 -16 seconds) dipole.
