Look at the web of human activities surrounding the machine its use, image, supplies it needs, skills users need, what needs to be built to support it. If its to be of any use, tech must fit into a pattern of activity which belongs to ap articular lifestyle and set of values. Yes, in order to improve or progress we must be moving toward an end goal. Social and organizational change - from farming to factory work. Steam engine was invented - revolution enable steam engine to be utilised maximally. Being watched over as you are working vs. farming for yourself with a goal in mind.
