Communication is not always successful: conflict and misinformation. "only hear what i want to hear" - if com isnt working it creates an issue on canadian society bc goal of broadcasting policy is to create canadian sense and its failing. Culture: set of shared values, ideas, traditions, beliefs, ideologies that make a group unique. "character" of particular group or place - intangible feeling or recognition: religion, ethnocoty, generation.
