Direct relationship between power, governance, and the city. Liberal theory current source of governance/democracy: individual responsible for themselves, and should have political rights. Rather than god saying one person should govern us: democratic because we choose them, those people have to respect our rights and govern in a way that respect our individual rights. Purcell talks about constitutive vs. constituted power: also autonomy vs. heteronomy, constitutive power power comes from all of us. When we decide to give our power over to a government, all of the power that body has is constituted from each of our individual power. We give them our power: auto = self.
