Like right of petition, is effectively shared with t. c. n. s and thus is not really distinctive of status of union citizen. Potential for rights of eu citizenship: o"keefe (1994): the importance of the t. e. u. citizenship provisions lies not in their content rather in the promise they hold out for the future.
