Canada’s Tri-Council Principles
#1 – autonomy
obligation to respect the decision making capacities of the autonomous person

Certain age (under 16 need parental consent)
#2 – beneficence
Obligation to provide benefits and to balance the benefits against the risk
#3 – non-maleficence
Obligation to avoid causing harm
#4 – justice
Obligation of fairness in the distribution of benefits and risk
National Ethics Review Boards & Committees
Canada is the ONLY country to have a national policy statement on research ethics to
acknowledge explicitly that studies employing social science methods may require
different procedure than those clinical or intervention studies.
Qualitative: make sure they are protected, had to meet with guidelines
Institutional Review Boards
All universities and hospitals have a research ethics board
Responsible for carrying out the policies as outlined by the Tri-council research board
Research cannot be carried out within the university or hospital without REB approval
For each ethics application, the REB will review / evaluate the following:
Risks
Risks vs benefits
Subject selection
Informed consent
Safety and privacy
After its review, the IRB may approve, disapprove, request minor modifications, or
request an external review
accepted submissions require an annual review
intent of the annual review is to determine whether changes requested in the past
review have taken place
