How out-groups form: many different reasons, people disagree with the social, political, or ethical position of the majority (sense they are in the opposition to the larger group). Consensus is often difficult to achieve because of time constraint and the need to move forward. Individuals align themselves either with the majority pov or with the minority pov: minority is usually seen as the out-group, it is explained by social identity theory. Suggest that out-groups come about b/c some individuals cannot identify with the belief, norms, or values of the dominant group members. Individual of the group often share a social identity and act towards each other in terms of the identity.
