Replace feudalism: authority shared by church and monarch. Treaty of westphalia: end of a 30 year war. Agreement that each state would decide the religion of its people. Religion was an internal matter that would be respected. Feudalism is replaced: the french revolution (1789) After revolution= sovereignty rests with the people, parliament, or some combination. The state begins to be viewed as an independent structure of laws and institutions that rulers are entrusted to administer on behalf of the community : capitalism and the industrial revolution.
