Why has Doha Been so Long and Hard? (doha is latest round of trade negotiations among
WTO membership - aim to achieve reform of intl trading system thru intro of lower trade barriers
and revised rules)
● No cities wanted to host doha - qatar hosted
● The Development Round
○ Feeling of being able to get a lot accomplished (post 9/11)
○ What was the plan?
○ Persuade skeptical developing countries this round would be beneficial
○ Concessions to poor countries planned
○ Little materialized in the end
○ Textiles: blocked by import duties (high tariffs)
○ For instance: tariff rates very high for even countries with “least developed
country” designation
○ Eg Cambodia and Bangladesh pay very high tariffs on their garment exports to
US
○ Cancun Trade Talks 2003 - China, India, and Brazil take a stand (decide on
strategy to advance goals and objectives as a bloc)
■ Expect UNILATERAL concessions to compensate for previous rounds
that favoured Europe and US
○ US and Europe want something in return
○ Tensions have persisted
■ Emerging economies potent force
■ China admitted to WTO just before Doha - aggressively looking for
markets
■ US and Europeans reluctant to give too much to Beijing
○ WTO fails its poorest members (how?)
■ EU, US, Canada continue to provide agricultural subsidies to farmers
(bad effect on farmers in global south, bad for taxpayers in our countries,
maybe farmer should farm other crop)
■ Problem of affordable medicines (protecting public health vs intellectual
property rights)
