Governance is easier when there is a sense of community. At the moment we have no world government. Deter and prevent countries from breaking the rules (make it so that they are not going to want to do it) Establish and maintain order (we don"t have order but we also don"t have chaos) Does not mean chaos, in international relations literature. It means: the lack of a central authority to ensure the compliance with norms of conduct. However we are not in a state of anarchy: At the global level we have a web of authority. Red cross or international chamber of commerce. Air traffic control- these rules are very rarely broken. They are private, most funding is from the everyday person and they work in very specific areas. Perception is that they can get things done. Not hindered by national interest, lack of political will.
