The un"s main job is collective security. It brings people to the table (this is being attempted in syria right now) In the past countries that lent their forces were middle countries. Troops must leave if they are told to. China is now giving a large portion of peacekeeping troops. China refused to contribute troops back in 1971. Now it provides the most than any other security council permanent member. It is also interested in shaping peacekeepers and not just providing them. In the past the candidate is chosen by the security council (it is very secretive) name is submitted to general assembly which appoints him/her. Un membership acts as a rubber stamp. Making the selection process more inclusive and transparent = improving is legitimacy. Consideration of presenting a woman for general (ex: president of germany) Security council would present more than one candidate. Could be limited to one-year term (is 5 years right now)
