Can we extend morality to cover what seem to be mundane cases - perhaps through raz"s normal justification thesis - obliged since the state facilitates moral outcomes better than the individual does. Even then, raz concedes that the state might go beyond what might be justified - and significant dispute concerning what individuals might have "reason" to do.
