To reduce crime, we must first understand it. Crime affects us all even if you directly involved or indirectly involved: victims, taxpayers, employees. Based on factual evidence, not emotions or opinions. During a robbery, the bank is the primary victim, then the secondary victim is the insurance companies, and finally the teller would be the final victim.
