Crime can transcend all groups of political parties. i. e. : get tough policies. De ect from problems such as: un- employment, housing, etc. Which are actually drivers for crime, but they take time and cant always be packaged in the time of their presidency. Easier to look at crime with a punitive response. Terrorism has been used more recently in this way (ie: Donald trump): political expediency - crime is an issue which allows for straightforward, quick and highly symbolic policy responses. Tricky to sympathize with them and is a message loaded with emotion, anger, fear.
