Theory (you start out with a theory, all theories contain a set of generalizations within them such as who we are, why we do what we do, and what we are capable of doing: hypothesis. Theory starts with the general and moves towards the particular. Works from the bottom up compared to deductive reasoning. They then look at patterns within these observations-categories. They then generate a hypothesis from these observations. This theory moves from the particular to the general. Ethnographic study can move from the general to the individual: process/policy evaluation. Ethnographic and qualitative research can provide a lot of substance to policy analysis. Adapting to it can be a problem: mobility-geography, situation. How researchers situate themselves in terms of studying an issue. Eg: baxter studying hell"s angels, he hates bikers: access. Institutional research review boards ethical review boards, have a lot of trouble approving human studies that might be edgy.
