Modes of thinking of punishment changes in time and place. Program opportunities model shift away from forcing inmates to various kinds of therapies and programming in the name of rehabilitation. This new approach continued to offer the programs, but it was voluntary. This allwoe inmates to be rational individuals to choose. The idea of choice was more a liberal veil fro what they argue remained the coercive and punitive features of rehabilitation taking place in corrections. Mixture of program opportunities, emphasis on public safety, and control and management of offenders, and risk management in terms of corrections. Over the last decade, we have seen an orientation in corrections that moves away from a social orientation of understanding criminality to one that focuses on the individual (simple punishment) Involves general decision of whether it will be custodial sanction or community based sanction (in-out decision) Introduced in 1996 to provide judges with a matrix of principle.
