In law: a system based on principles of justice and fair conduct. Hcs: equity refers to fairness of accessing and receiving services from the healthcare system. Hcs: underlying social conditions which have an impact on how the system works and how people have or don"t have access. Systemic racism refers to long standing historical practises which discriminate against particular racial or social groups. Canada"s national health insurance programme: medicare, beginning in 1967. Medical care act: legislative act that brought medicare into being. Saskatchewan"s medical care insurance bill: provincial legislation medical care act was modelled, introduced in 1961. Tommy douglas: saskatchewan premier who introduced publicly funded provoincial health care system and influenced the development of a national health insurance system. Conditions which the provinces must abide in order to receive funding for their own health care systems through the canada health transfer. Its purpose included establishing a cap on the amoutn doctors could bill their provinces.
