Canada has something called party discipline, if you vote against your own party, there is a penalty your posiion may be reduced, or you may be kicked out of the party. 99. 99% the cabinet members will vote for their party despite dispute amongst the party behind closed doors. Punctuated equilibrium changes are sudden short, forceful and comes in bursts. Not so much because the changes are inherently short term. History maters if you make mistakes you want to correct them, you see what is successful and you coninue it.
