National security and human rights: liberty versus security. National security becomes a policy when there is a coordinated form of governmental activity across different government agencies as well as different levels of government. Liberty versus security: two of the dominant themes of state legitimacy and action are liberty and security, our government claims that it provides us with security in life, liberty and property. Security: a) the government protects us from criminals and those who would seek to harm us or take our property. This is done through such agencies as the police and the legal system; b) the government protects us from foreign threats and invasion. This is done through such agencies as the armed forces and diplomatic core: liberty: the government provides us with a set of protections against the actions of others that would seek to impinge upon our basic rights.
