Anarchy- among states for most of history have had anarchy. They believe that there is no ultimate force to control what to do. There is no historically speaking overriding power/law/judgements for states to determine if they are right or wrong. After world war- which have caused lots of damage. Un believed that there should be international law. How do we protect the individual? the only thing we have is international law. United nations was developed to stop war between large powers. Talk about the beginnings around human rights. State sovereignty is the principal of international law- non-interference. International military tribunal (imt) has many different judges (us, britain, france). you can be charged for an aggressive war there are rules to war. There is a good way to fight in war. War crimes are crimes commited during war time. Crimes against humanity- was a new category.
