How merchants started as an exploited outsider class and became architects and the leaders of the modern nation state. As they expanded and colonized, it led to a framework of law that integrated the margins of the country. The idea is that when the roman empire was functional, there was an integration of diverse regions. We will start with the fragmentation of the roman empire. This is an economic and political system that describes that fragmentation. You have local lords that control areas, which are bounded by other locals controlled by other lords. The law ties citizenship obligations and professions to a place and a relationship to that lord. A centre where a lord would rule. The lord had control over army and gave protection and security. The people in return had to pay tax or dues. This is when fealty oath becomes important. This was a legal and moral bond between the lord and those who he was protecting.
