If you are not following tyranny you are grounding your authority on necessity and utility: the only way to have authority is to have a social contract. Tyranny would be where the sovereign is not bound by any law to do whatever he/she pleases. If laws are unclear it is considerd tyranny and the ruler is destroying the social contract the destruction to the social contract. Observable behaviour: is there a punishment for breaking the law? (is there any penalty?, spirit of law (the moral content of law): to seek the secret meaning of the law. If everyone is doing something and no one finds a problem with it just means it is not a crime it is consistent with necessity. People who can ordain change: people with status (lawyers and judges) What is treason/ what treason should be. to the sovereign.
