Goals of text analysis: comprehension: we read texts in order to understand them better. Academic texts are not always easy to understand. This is not necessarily a failing on the part of the author (although it often is); the ideas dealt with in academic texts are often complex and subtle. Apart from this, it is often useful to be able to summarize a text and present it in a clear, simple form, whether for own study or to explain it to others. This applies not just to academic articles but to proposals, reviews, etc: critique: this is matter of determining whether we should accept what the text is proposing or arguing for. We want to be able to critically analyze arguments, ideas, and positions before deciding whether to accept or reject them. These techniques show you how to do that in a step-by-step fashion.
