Common perception- internet an unregulated arena, controllable, unmanageable. Unmanageable: because of anonymity, can download whatever without people knowing who you are. Uncontrollable: because of the system itself (broad), global. How can you regulate the internet, if it"s in every country, crosses international border. Search engines: control/lack of control- can"t manage your information. Technology has more control over us than we have over it. In the past, internet was different to regulate/control over legal/illegal activities in cybercrime, activities crossing countries and boundaries. Countries wanted to control cybercrime even though it"s coming from somewhere else. Important notion between laws and technology: laws lag before the technology and then it catches up- better for controlling, regulating, manageable.
