Aquinas believes that law always comes from a pure source: eg. Divine, natural, eternal and human law: the lawmaker is god (purest source) The law must be promulgated known by all of society, as well as being written down. If we use law as a conduct, the people need to know what the law is requiring. Promulgation: society needs to know what the law is before you commit the act: the people need to know the rules as a guide for conduct. Secret laws: ineffective and unjust: some governments create secrets laws, they only tell the executive, president, or prime minister of these laws and keep the rest of society oblivious.
