Looking at different types of power, master over servant, father over family, king over subject, and see how we can distinguish them from one another. The state of nature means absolute freedom, and that everyone is equal in power and jurisdiction, the only powerful or dominant is handed down by god. The state of nature if ruled by natural law, and that is that reason governs the world, and it says i should not harm someone for i would not want to be harmed. We all live together under god, not for our pleasure but for his.
