During the third wave no arab country had a democracy. 1995, 3 in 5 states were democracies worldwide. Biggest obstacles to democratization in the middle east are: Out of 16 arab countries only one can truly be considered a democracy when the article was written (lebanon) No arab democracies: 8 muslim ones. There is a freedom gap between the arab states and the muslim states. Too big of an ethnic division to have democracy (iraq: yet iraq and lebanon are the closest to democracy. In five countries surveyed between 2003 and 2006 by the arab barometer, 56 percent of respo(cid:374)de(cid:374)ts agreed that (cid:862)(cid:373)e(cid:374) of religio(cid:374) should have i(cid:374)flue(cid:374)(cid:272)e over gover(cid:374)(cid:373)e(cid:374)t de(cid:272)isio(cid:374)s. (cid:863) Arab countries are used to be oppressed and passive in terms of ruling. Less likely to demand a change in government: not necessarily welcoming to change. They want a secular democratic system rather than islamic democracy. Fear elections will not be free or fair.
