Commons/ legislature usually forms the govnt and runs the executive branch: executive dominance of parliament: Parliament -- legislative body which is responsible for passing laws, it is also composed of 2 different bodies. Canada: the house of commons and the senate the leader of the party with the most seats becomes the pm when that party forms the govnt. The house of commons- the elected body determines which party forms the govnt -- this is the democratic principle (there has to be some accountability of the elected to the electors) The senate - is an appointed body, it is not elected this body was created as a check on the house of commons and the laws/ decisions made by it. Class legislation being the notion that the underlying principles of a capitalist economy could be undermined. This was seen in the case of britain with the reluctance to extend full suffrage. Doubts were not fulfilled with extensive suffrage.
