Assembly for the masses provides accountability, and representation. Machiavelli - outcomes are virtuous: allows for a representation of different classes within society. Walter bagehot - the fusion of power between different actors creates a number of virtuous effects: cooperation and collaboration between classes. Opportunity for dissent and the opportunity to overcome this, through compromise. * doesn"t leave a certain class on the sidelines. Countervailing powers - opportunity for different groups to check other groups. Canadian parliamentary system is a mixed government.
