Government works to control the apparatus of the state. Bureaucracy varies in size and quality across canada at the different levels. In large provinces, civil servants are accomplished in their field and are high quality. In small provinces, it"s hard to recruit and to retain high quality civil servants - lack of infrastructure to meet their demands. When there"s an issue, a) they call the federal government to do it. *this is a crucial role of the federal government; b) they make laws to mimic ontario"s - they don"t have the resources of staff and knowledge to reinvent the wheel. Canada is a club of provinces and the federal government that works to help each other. This allows provinces like pei to exist and thrive because of this support. If they had to be autonomous without a & b, pei wouldn"t be able to sustain itself. 350 different organizations incremental, practical growth got us to this size.
