Because this world is so unlike our modern world today. Our world is dominated b instructions and formally laid out procedures. Laws are there to resolve them: the world of homer is pre instructional and dominated by personal power. Interpersonal political conflict: in this world conflict is bound to occur because of the intense competition for time. To be honored to be the best and pursue excellence.
