Before 1982 - parliament = supreme; w/in your power, do what you want to do. 1982 - legislatures now constrained; constitutional limits parliamentary supremacy. Now our legislatures are constrained by charter national emergency - allows feds to override provinces. Can"t say who you can/can"t marry rlg. Federalism divides legislative authority and jurisdiction b/w two or more levels of government. In the canadian context, the major divisions of legislative power are b/w the federal and the provincial levels of govt. It"s the provincial govt that makes the separate cities. Municipalities are created by legislature - province can intervene. Provinces has given powers w/in parking tickets, property tax. No guarantee of powers through a constitution. No longer pass laws that the majority people want. Majority of quebec want that law (veil) Tyranny of majority - so not democratic. For us to have equality for all that we need to protect for everybody.
