9/11 and the responses to it, the war on terror, war on afghanistan and iraq. -i"d said last week that one of the goals of terrorism is to provoke indiscriminate response from states and certainly in first few weeks after 9/11, the world waits as us decides on its response. -the attack is framed as an act of war and the response will be a war on terror. -but note that this is a framing that requires some "work": wars are conducted between states, terrorists are not states, and so enemy states have to be identified. -afghanistan because the taliban regime had provided safe haven for al qaeda; iraq for less clear association with terrorism directly (but because at first there was concern. -framing something as a war has a number of consequences: a highly militarized response, and in wartime domestic and other constraints also more acceptable.
