There has always been discretion because we are humans. As discretion grows people become more concerned, that the people using it have the public interest at heart. Your discretion determines what the public interest is. The public cannot be given a clear definition of what public interest is however the can be given reassurance on the measure of every public service action against it. Public servants make these decisions with the intention to furthering the public interest.
