After wwi, there were nation states; uniting a group based on ethnicity. Nation is a self-aware, self-defined ethnic group. Ethnies are cultural communities much older than nations, on which nations are based. It is the political elements that sets the two apart. The peoples are already there, thus the nations come later as a result. Ethnicities have always been there, since the beginning of when people started living with each other; goes by blood types, as well as the culture and history that groups share and experience together. And common legal rights and duties for all members.
