It was to make sure there was still equity in the board. If one roof leaked then they all should leak: you could buy ipad for the children but not new textbooks for the students. The boards were claiming they were committed to equitable practices across schools. In poor areas where schools are built in industrial areas you are much more likely to find one playground and no park space. Equity is very important to the school system: the enjoyment in schools happen in the playground.
