In florida, most homes had pools and because people were evicted, the water remained still, which resulted in mass mosquito reproduction. This ultimately lead to more cases of the west nile virus, animals dropping dead like mad, etc. Housing first; no matter what decisions you make, you will still be houses. This is an example of how the problem can be reversed. Transition and implementation of policies; there were some countries where they decided to do things quickly and implement capitalist changes.
