Equality: classical, everyone should be equal, but inequality exists and adds character; equality only in procedural fairness(abide by same rules, dont need equal wealth etc. ), citizens and property owners, people without property dont count as citizens do not deserve equality. Personal freedom: reformed, positive freedom; freedom to, to develop to full potential, government provide content to help with development.
