Taking up concerns of people of color, not out of concern but as a way to get back at quebec: federal multiculturalism policy (1971) Multiculturalism as a canadian value was proclaimed, it was multiculturalism within a bilingual framework: canadian charter of rights and freedoms (1982) Multiculturalism is included in the charter as an important part of the canadian identity: canadian multiculturalism act (bill c-93, 1988) Purpose was to recognize all canadians as full and equal participants in canadian society.
