Attitude obstacles (looking at the social structures and values b/c we are brought up in those systems we develop attitudes enabling us to want change) Particular personality traits (that tended to be backward looking making people stuck in a traditional society) Countries like in latin america lacked modern entrepreneurial personality. Peoples personality was unadoptable to change, individuals lacked their ability to make individual decisions and choices, they were primarily unwillingly to challenge traditions, and lacked the drive for achievement.
