What do we mean by rule of law?
- Liberalism: has its roots in the western age of enlightenment, reps in john Stuart mills,
locks etc.
- How liberals understand the world: comprised of multitude of individuals. There
rational, independent individuals. They have entered into a social contract, for create
the common good. Liberalism emphasized individual ights, and it is very prominent.
Liberalism argues, society that is characterized by freedom of thoughts, imitation on

ideas, rights are protected by the states. In generally, when we reference rule of law we
mean tot say we have the idea that the law is supreme and nobody is above the law.
When we talk about the rule of law, its about the supremacy.
- In north America, we buy into the idea of rule of law (nobody id above the law). Even if
we do fall short, this notion is still important.
- The rule of law stipulates that the law is equal to everybody. Everyone is subjected to
the law.

- Parliament (Senate and House of Commons)
- Legislative Assembly/National Assembly (Quebec)
- Executive is responsible to the legislature
Judiciary
- Not responsible to either it is separated form the two other branches
The law can and must be separated from economics, culture and politics. Legal decision-making
has to be purely legal.
