A realists would say human rights are use by sates when states need them to advance their own interests. That their good, they exists, this is something we should strive for. Rights are only meaningful as the states made them. Like right to water, if not a lot of people have water, does this right really exists. If nots being reflected in the practice of state is it a right. Egos and non state actors play a major role in setting rights and norms. The ways in which media, western governments, western human rights ngos, they paint these conflicts in particular ways. Either theirs a brutal dictator, religious fundamentalists who are against women rights, against democracy. If some the picture painted is that basically these individuals are not free.
