Effort to make amends for an injustice/wrongdoing. Emprise procedural/structural way of addressing hr violations. Goal: bring about justice and when there cant be justice (justice is in the eye of the beholder is relative to each person) think about recognition and trying to bring healing through reparations. Quite broad start with recognition and apology and move onto what must be done. Encompasses measures that go far beyond the legal system. Legal system (which we see as intending to bring about justice) is seen as inadequate or too formal. Framework that works within law tries to rebuild social relations and create social mechanism by which the perpetrators and victims of abuse can engage in dialogue. Violations perpetrated during wwii: ww2 is focused on because of its state sponsored mass killings and sexual/abuse. Clarifying circumstances of previous repression: looking at post-communist europe and latin america.
