Albiston: formality of law in social institution overshadowed by social norms, limiting their access to justice bc social norms are so pervasive. Term coined by cls/sls scholars seeking to articulate the beliefs implicit in liberal political and legal systems in relation to law. State is the primary locus of social control and involves coercion.
