When one considers the constitutional position of the chancellor, and add to it the strong personality, popular appeal, and authoritarian style of the original adenauer, the term chancellor democracy becomes more accurate. With presidential like control over the cabinet, bureaucracy, and his party, he could bypass. The chancellor considers three factors in cabinet decisions. The commitments a chancellor makes to his/her coalition partners. The demands of the various factions within his/her own party. The objective needs of each position within the cabinet versus the qualifications of each various candidate. The first two criteria are more focused on than the third is. The size of the cabinet has varied over the years. The first government of adenauer had 15 members and kohl had a cabinet of 24. Expansion of cabinet size is based of coalition and party when one demands to be represented. The major cabinet positions in germany are foreign affairs, defense, finance, interior, and transportation.
